Tie rod angle going up in relation to control arm angle,Bumpsteer?

In doing other work on the car, my mechanic friend notice that the angle of my tie rod was going uphill and said it should be close to the same as the control arm angle or slightly downhill. My car never handled good and the steering wheel jumps out of my hand when encountering bumps or potholes, also handles like a tank in corners.
He says I have bump steer and I should do a bumpsteer kit. I called Baer brakes today and they told me theirs was only for American front suspensions.
Does anybody make a kit so I can change the angle of the tie rods?
Mine is a 1993 kit? My tie rod mounts on top of the mount.
    thanks...Dave
