Radiator/Puke Cap Question

Last time talking to Alan he mentioned something about taking the rubber off one of the caps so that the "Puke" tank could work correctly. My question - do I take it off of both tanks or just the puke tank?

Caps are whatever the standard came from SA and Unique.

Just the expansion tank - if you take it off the surge tank you will have a hot engine and that green kool-aid everywhere!
