my new 3310 holley drips gas from the secondary throttle plate shaft externally when engine is off. the needle and seat looks fine and i have floats adjusted very low so fuel is below sight plugs. before i pull the carb to tighten all bolts is there some other place i should check?

The throttle body may have a crack or a pinhole in the casting around the rear shaft. If it is new, the shaft being bent or hurt is unlikely. Make sure you used a new gasket and tightened the carb down evenly in a crossing pattern. Sounds silly but it does not take much to cause a twisted base,
I have also seen a bad needle / seat cause this. Change that needle out with another and see it that helps.
Holley is really good about things like this. If you have the box and reciept they will just exchange the carb.
